Batam, Indonesia (News Today) - State penitentiaries in Indonesia are altogether holding around 55,000 more inmates than their design capacity, Law and Human Rights Minister Patrialis Akbar said here on Tuesday.
"The capacity of penitentiaries across Indonesia is only for 88,000 inmates but in reality they now accommodate 135,000 prisoners," he said after presenting a presidential pardon to Salbiyah.
He said 55,000 prisoners were living in sub-standard conditions because of the lack of capacity of penitentiaries. To accommodate that number of prisoners properly a penitentiary five times the size of a football field was needed, he stated.
According to him, the government had provided Rp700 billion to build 31 new penitentiaries to meet the need. He said the new penitentiaries would be able to accomodate around 10,000 people so that more penitentiaries would still be needed for the remaining 45,000 inmates.
The minister said he had set a target of finishing the construction of the new penitentiaries by 2011. He said the program had been hindered because of budget disbursement problems.
"How could we start building new penitentiaries if the budget is not disbursed yet. I will not blame anybody. I even do not care whether my report card is in the red, green or black. What is important is that the results of my ministry work can be felt by the community," he said.
The President’s Development Control and Supervision Unit (UKP4) recently issued report cards on cabinet ministers and some of the ministers including Akbar had received poor marks because of their performance. The bidding for the construction of 31 new penitentiaries will be carried out at the end of this month and it was hoped construction work could begin in October.
