Boediono: Bureaucratic Reform Should Produce Changes




Denpasar, Bali Indonesia (News Today) - Vice President Boediono said the government would remain committed to conducting bureaucratic reform in all sectors to really make changes such as curbing corruption and cost.

"Bureaucratic reform that we are doing is only part of the reform agenda carried out since 1998 namely reform in the field of politics and constitution with focus on democratization," he said when opening the 28th International Congress of Administration Science here on Wednesday.

He said legal and institutional reform efforts were focussed on fighting corruption while bureaucratic reform is aimed at making our public service more efficient and faster.

"The result or outcome of the bureaucratic reform will be very important and must be able to be measured concretely such as whether it could reduce corruption," he said.

According to him, the results of surveys by community members would also help in the effort. He said improvement in public service would be useful to support regional governments to increase efficiency and reduce cost or spending.

Boediono said the key to success in carrying out the bureaucratic reform was recognizing the basic characteristic of the reform effort which is based on three principles.

"The first is decentralization, the second is agreement as a stepping stone for accelerating efforts in the offices concerned and the third is coordination among offices," he said. He stated "the most important thing in bureaucratic reform is that its output could bring changes in public service."

Boediono said the government would support bureaucratic reform agenda in all institutions in the form of human resources and funding.

In connection with that he said the government had already set up a national committee to conduct monitoring and evaluation on the implementation of the effort. The team led by Boediono involves relevant ministries under the coordination of the minsiter of administrative reform.
